To analyse an issue, coordinate inputs, recommend a course of action, prepare the submission or brief, and help translate the eventual decision into execution.

Own the drafting and consolidation
To take responsibility for producing the working draft, incorporating inputs and moving it towards clearance or decision.

- AO
Action Officer
The officer assigned to own, coordinate or follow up a particular action, issue or risk.
Also heard as: action owner
Context: AO is highly ambiguous and also has other public-service meanings, including Approving Officer, Accounting Officer and Administrative Officer.
- Circulation
Written review or decision by circulation
Sending a paper to members for written comments, clearance, endorsement, approval or decision, instead of or before convening a meeting.
Also heard as: by circulation, circulate, circulate for approval, circulate for clearance, paper circulation
Context: A circulation may be merely informational or may constitute a formal written resolution; the paper should state which is intended.
- Clean version
Version with accepted edits and no markup
A document prepared for reading, circulation or submission without visible tracked changes or comments.

- Concurrence
Formal agreement with a proposed course
Agreement by another authority, agency or stakeholder whose concurrence is required before the matter can proceed.
Also heard as: concur, for concurrence
Context: Concurrence is stronger than merely having no objection, but may still be distinct from final approval.
- COS cut
Committee of Supply cut
A debate topic raised when an MP proposes a nominal reduction to a ministry’s estimates during the Committee of Supply proceedings.
Also heard as: cut, COS debate cut, cut motion
Context: The nominal reduction is a procedural peg for debate rather than ordinarily a request to remove that exact amount from the budget.
- Cover note
Short note accompanying a paper or attachment
A short explanation of what is being sent, why it matters and what action is requested from the recipient.

- Decision log
Record of decisions and their rationale
A running register of what was decided, by whom, when, and sometimes the basis, conditions and follow-up actions.

- Endorsement
Formal support or recommendation
Support given by a stakeholder or intermediate authority, commonly before the matter goes to the person or forum with final approval authority.

- For decision
Presented for an explicit choice or direction
A label indicating that the recipient or forum is being asked to choose, authorise or direct a stated course of action.

- For discussion
Presented to obtain views or direction
A label indicating that the matter is being brought forward for deliberation, usually before a final recommendation or decision.

- For noting
Presented for awareness without a decision request
A label indicating that the recipient or forum is being informed and is not ordinarily being asked to approve or endorse the matter.
Also heard as: for note, for information, FYI
Context: Recipients may still raise questions or give directions; the label describes the requested action, not a prohibition on discussion.

Hand-Over-Take-Over
A structured transfer of duties, information, records, assets, access and outstanding actions from one person or team to another.

Context: The exact checklist and scope vary by role and agency.

Instruction Manual
A government instruction manual setting service-wide or function-wide requirements and controls for public agencies.

Context: There are multiple Instruction Manuals; the applicable manual and provision should be identified.
- IM8
Instruction Manual for Infocomm Technology and Smart Systems Management
The government policy-control framework governing agencies’ management and security of ICT and smart-systems assets.
Also heard as: Instruction Manual 8, ICT&SS IM, ICT and Smart Systems IM
Context: IM8 remains the widely recognised shorthand even though current official wording does not always present it as a numbered manual.

Paper framing an issue and recommended response
A concise paper setting out the problem, relevant facts, considerations, options and recommended way forward.

- LTT
Lines to Take
Prepared messages, positions or responses for officers or office-holders to use when addressing an anticipated issue or question.

- No objection
Confirmation that a party does not object
A response indicating that a party does not oppose the proposal, without necessarily endorsing its merits or granting final approval.

Context: NOB is not a consistently standardised service-wide abbreviation.

Official Secrets Act
Singapore legislation governing the unauthorised communication, receipt and safeguarding of official information.

Principal Considerations
The main factors, constraints and policy judgements that frame the analysis and recommendation in a paper or brief.

Context: The phrase is well established in official papers, but PC as a service-wide abbreviation is not publicly standardised and is highly ambiguous.

A question filed by a Member of Parliament for oral or written answer, which may require agencies to prepare facts, lines and a draft reply.

To send a paper, request or issue to a superior or authority for review, clearance, endorsement or approval.

Context: Common informal phrasing in some organisations, but not a standardised whole-of-government term.

Version showing tracked changes
A document version that visibly marks proposed insertions, deletions or other edits against an earlier version.

- Sense-checkInformal
Quick check that something is coherent and plausible
A review focused on whether the logic, facts, framing or recommendation makes sense before a more formal clearance.

- Sign-off
Clearance, endorsement or approval
An informal umbrella term for obtaining the required management review or decision on a paper, email, proposal or deliverable.

Context: In formal work, state the precise decision required because clearance, endorsement and approval are not interchangeable.
